Drug and alcohol consortium is best explained as a group of employees from many different companies, including owner-operators, who are subject to random drug and alcohol testing. The DOT requires most drivers and companies to be in a consortium. Some companies would also like their NON-DOT employees in a random consortium for testing.

Truck drivers and any DOT safety-sensitive employees must be part of a random pool, regardless of job titles like supervisor, volunteer, contractor, owner-operator, etc.

Random selections and testing are performed quarterly and spread equally throughout the year. Companies can require additional testing if it is in their drug and alcohol testing policy. Consortium's can also be set up for NON-DOT employees, to be tested randomly.

Cost of setting up the consortium is based upon the number of individuals needing to be tested.
