A Drug and Alcohol Consortium includes employees from different companies, like owner-operators, subjected to mandatory random drug and alcohol testing by the DOT, covering DOT safety-sensitive roles regardless of job titles. Testing is quarterly and evenly spread, with companies able to conduct additional tests as per their policies. Some consortiums extend to non-DOT employees for random testing too.
